PCSing to Kansas City

Two things make a Kansas City PCS different from most. The first is that your duty station is probably not in Kansas City - Fort Leavenworth is up the river and Whiteman is an hour southeast - so the housing decision is really a commute decision with a housing decision attached. The second is the state line. Kansas City straddles it, and Kansas and Missouri treat veterans differently enough on property tax that the answer is worth knowing before you pick a side, not after.

The installations that put people in this market

Fort Leavenworth

Roughly 35 miles up the Missouri River from downtown Kansas City, Fort Leavenworth is above all a schoolhouse. The four schools that make up the U.S. Army Command and General Staff College take in more than 5,000 students a year from the U.S. military, interagency partners and foreign militaries (source). That shapes the local housing market in a way a line unit does not: a large share of the population arrives and departs on an academic cycle, most of them field-grade officers, most on a known timeline. Inventory and rental demand move with that calendar.

For a buyer it means two things. Turnover is predictable, which is good for resale timing. And you are competing with a cohort that arrives at the same time you do, which is less good if you wait until report date to start looking.

Whiteman Air Force Base

Whiteman sits two miles south of Knob Noster off U.S. 50, about 60-65 miles east-southeast of Kansas City - call it an hour and fifteen minutes in a car. It is home to the 509th Bomb Wing and the B-2, joined since 2008 by the Missouri Air National Guard's 131st Bomb Wing as an associate unit. The base carries roughly 4,000 active duty members, about 5,000 family members and around 1,000 civilians and contractors (source).

That distance is the whole conversation. Whiteman is not a Kansas City commute in any ordinary sense. People assigned there who want metro access generally buy toward Warrensburg, Sedalia or the eastern Jackson County towns - Blue Springs, Grain Valley, Oak Grove, Lee's Summit - and accept a long drive rather than a short one. If someone is telling you Whiteman is convenient to Overland Park, drive it once before you believe it.

A note on Richards-Gebaur

Grandview was an Air Force town for four decades. The field became Grandview Air Force Base on 1 October 1952 and was renamed Richards-Gebaur in April 1957; a 610-unit Capehart housing project was occupied there in 1960. It closed in 1994 (source). You will still see south Kansas City and Grandview described as being near a base. They are near the site of one, now an airport and an intermodal freight facility - which is a different set of questions about noise and traffic, and worth checking against a specific address.

House-hunting leave is ten days and it is not leave

You may request permissive TDY of up to 10 days for house hunting in connection with a CONUS-to-CONUS PCS. Permissive means the government pays no transportation and no per diem - but it does not charge you leave either. Approval normally sits with a commander at lieutenant colonel level or above, and you can request it any time after you have written reassignment orders. It applies only if you will not be living in the barracks on arrival. Army policy is in AR 600-8-10 (source).

Ten unpaid days is a real constraint, and it is the single biggest reason military buyers end up rushing a decision. The practical fix is to do the elimination work before you fly: narrow to two or three areas remotely, get fully underwritten rather than pre-qualified, and spend the ten days seeing houses and writing an offer rather than orienting yourself. BAH: what it does, and the thing people get backwards

Fort Leavenworth is military housing area KS102. Your rate is set by that code, your grade and whether you have dependents, and it is reset every January - so the only figure worth acting on is the one you pull yourself, for your own grade and report date, from the official DoD lookup rather than from any third party, this page included: travel.dod.mil. Take the number that lookup gives you and use it as the input to everything below.

The thing worth understanding: your BAH is set by your duty station's housing area, not by where you buy. A member assigned to Fort Leavenworth draws KS102 whether they buy in Leavenworth, in Platte County, or across the line in the Northland. That is not a loophole - it is simply how the allowance is computed - and it means the honest question is not "what can I afford on BAH" but "where does KS102 buy the most house for the commute I am willing to drive." Those are different questions with different answers, and the second one is where a cross-line search earns its keep.

Two cautions. BAH is set annually and can fall as well as rise; individual rate protection generally shields you from a decrease while you remain at that location, but it does not survive a PCS. And a lender will underwrite BAH as income only on its own terms - get that confirmed in writing early, because it changes your price band materially.

The VA loan, without the sales pitch

The headline is real: no down payment on most purchases, and no mortgage insurance. The cost is the funding fee, which for 2026 runs about 2.15% of the loan on first use with less than 5% down and 3.30% on subsequent use with less than 5% down. Putting money down reduces it.

The exemptions matter more than the rates, because they are absolute:

  • Anyone receiving VA disability compensation pays no funding fee. There is no minimum rating for this - the common claim that you need 10% is wrong; what matters is that you are receiving compensation.
  • Active duty members who have received the Purple Heart.
  • Surviving spouses using VA home loan eligibility.
  • Those with a proposed or memorandum rating pending at the time of closing.

If you are close to a rating decision, the timing of your closing against that decision is worth real money - on a $400,000 loan the first-use fee is roughly $8,600. Ask your loan officer to model it both ways rather than assuming.

One market note: a VA offer is not weaker than a conventional one, but it is sometimes treated as weaker by listing agents who have not written many. That is a presentation problem, not a financing problem, and it is solvable - full underwriting rather than pre-qualification, and an appraisal timeline the seller can see. Veteran property tax: the two states are not close, and most sites get Kansas wrong

This is the part worth reading twice, because the widely repeated version is inaccurate.

Kansas: a refund that freezes your bill - not an exemption

You will see it written that Kansas fully exempts the homestead of a 100% disabled veteran. The Kansas Department of Revenue's own guidance says otherwise. The program is a refund claimed on Form K-40SVR, and the mechanism is explicit: the refund is "the difference between the claimant's homestead property tax amount for a base year and the claimant's homestead property tax amount for the current year." In effect it freezes your bill at a base-year level and refunds increases above it. The conditions:

  • A service-connected evaluation of 50% or greater - not 100%
  • Household income of $58,041 or less for 2025
  • The home cannot be valued above $350,000 in the base year
  • Filed by 15 April; late claims may be accepted for good cause within four years of the original due date

The $350,000 base-year value cap is the one to notice, because a large share of Johnson County inventory sits above it. A refund program you are ineligible for is not a reason to choose a state.

Missouri: no general veteran exemption at all

Missouri has no general property tax exemption for disabled veterans. The Missouri State Tax Commission is direct about it. The one constitutional exemption is narrow: real property used as a homestead by a citizen who is a former prisoner of war and has a total service-connected disability, who owns and occupies it as a primary residence. It came in by constitutional amendment (HJR 15) approved on 2 November 2010, and sits at Article X, Section 6 (source).

Missouri's broader relief is a Property Tax Credit based on age or disability and on income and taxes paid, capped at $1,100 - not veteran-specific. And be careful with search results here: a proposed Missouri Disabled Veterans Homestead Exemption, HB 700, would have created graduated exemptions by disability rating from 1 January 2026. It died in May 2025 and is not law. Pages written from the bill rather than the statute are still circulating.

What that means in practice

For a veteran at 50% or above with income and home value inside the Kansas caps, Kansas offers something real and Missouri offers nothing. Above those caps, the veteran-specific difference disappears and the ordinary Kansas or Missouri comparison - assessment ratios, levies, the Kansas City earnings tax, vehicle tax - takes over completely. Run your own numbers through that page rather than treating veteran status as though it settles the state line question. For most households it does not.

Buying before you get here

Most PCS buyers write an offer on a house they have stood in for twenty minutes, or none at all. That is workable and routine, provided the process is built for it: video walkthroughs done live rather than recorded, an inspection you attend by phone, and a contract with contingencies that actually protect someone who cannot drive back for a second look. The one clause to understand before you need it is the military clause in a lease, and its absence in a purchase. If you are renting first, get one. If you are buying, the protection you have is the Servicemembers Civil Relief Act, which is not a general escape hatch from a mortgage - plan the hold period honestly, including the possibility of renting the house out at your next PCS.

Where military buyers actually land

There is no single answer, and anyone who gives you one is selling their own listings. But the geography is straightforward. From Fort Leavenworth, the shortest commutes are Leavenworth itself and the Kansas side north of I-70; buyers wanting more house or a particular school district often run south into Johnson County or east into the Missouri Northland, which is where Nataliya's office sits. From Whiteman, eastern Jackson County and the Warrensburg corridor. Both are decisions you should make with drive times you have measured yourself, in traffic, not with map estimates.

Should I rent first or buy straight away?

It depends on tour length and on whether you would keep the house afterward. A two-year school assignment with no intention of returning is a hard case for buying, because transaction costs on both ends rarely clear in twenty-four months. A longer tour, or a plan to hold and rent it later, changes the arithmetic entirely. Run it as a hold-period question rather than a rent-versus-buy question - that is the framing that gives you an actual answer.

Does using a VA loan make my offer less competitive?

Not on the merits, and increasingly not in practice. What weakens an offer is a vague financing letter, an unrealistic timeline, or an agent who cannot explain the appraisal process to the listing side. Arrive fully underwritten and the financing type stops being the story.

Can one agent show me both Kansas and Missouri?

Only if licensed in both. Nataliya holds Missouri and Kansas licenses, which matters more for a Fort Leavenworth PCS than for almost any other buyer in this market, because the sensible search radius from that gate crosses the state line and the two states differ on taxes, contracts and closing practice.

Is my BAH counted as income for the mortgage?

Generally yes, and it is often treated favorably because it is non-taxable - but the specifics are the lender's, not ours. Get it confirmed in writing before you set a price range, and get it confirmed by someone who writes VA loans regularly rather than occasionally.

Does Kansas exempt a disabled veteran's home from property tax?
