The story of Parkway Estatesfrom 2006
Blue Springs took the ground in as a single piece in 2006. On the council’s September agenda that year were a pre-annexation development agreement and an annexation of about 149.23 acres at Adams Dairy Parkway and Moreland School Road, from Lee S. and Barbara S. Beatty; a hearing on rezoning 145.83 acres of it; and a hearing on a planned residential overlay concept plan sought by Parkway Development Co., Inc. with the Beattys, proposing 283 single family homes and 99 two-family homes. source
What makes it distinctiveplanning, architecture and layout
The original preliminary plat, approved in July 2006, carried 382 lots - 283 single family houses and 99 townhomes. The council later revised the plan, taking the commercial ground proposed at the northeast corner of Moreland School Road and Adams Dairy Parkway and making it residential instead, which produced 383 lots made up of 304 single family houses and 79 patio homes. Because that change was memorialized in the overlay plan rather than the plat, the preliminary plat was not amended to match until 2008. source
The subdivision came forward in numbered plats rather than all at once, and the pace tracked the market rather than a schedule. Asked at the 2008 hearing whether building would start on the east side, the applicant would say only that it reflected market status and that he would like to begin some model homes within about six months. source
Drainage held part of the neighborhood back. In 2012 the developer had to petition the council to vacate three drainage easements running through lots in the 4th and 6th Plats at the northwest corner of Moreland School Road and Adams Dairy Parkway, because where they fell had left those lots undevelopable; the applicant told the city that builders were interested and wanted to move forward. source
The neighborhood’s open space and swimming pool were platted late. A 2.55 acre tract at the northwest corner of SE Shamrock Lane and SE Monterrey Drive came before the planning commission in February 2014 for exactly that purpose, with Randy Sallee present as the developer; staff noted it did not deviate from the overlay plan and preliminary plat approved years before. source

This plan was approved in 2006 and was still being finished in 2014, so two houses a few blocks apart can come from different builders working in very different markets, with the construction standards and finish levels of their own moment. Two specific questions are worth putting to a seller. First, was this one of the lots affected by the drainage easements the city vacated - drainage is the reason some of these lots sat empty while others were built, and it is worth knowing which side of that line you are on before an inspection. Second, what do the association dues cover now that the pool tract is complete, and when did they last change? The amenity was platted years after the earliest houses sold, so the oldest owners bought into a different dues picture than the newest ones did.
