Buying and selling in the Northland

The Northland is the part of the Kansas City metro on the north bank of the Missouri River: chiefly Clay County and Platte County, plus the large share of Kansas City, Missouri that lies north of the water. What is actually hard here: two counties with two assessors, school district lines that ignore city names, municipal boundaries you cannot see from the street, and a commute that works well in one direction and badly in another.

Where the Northland starts and stops

The river is the boundary, not the city limit. Kansas City, Missouri extends far north of the Missouri River, so "the Northland" and "Kansas City" are not alternatives - much of the Northland is Kansas City. The rest is a set of separate municipalities. Measured point to point from downtown, not by road, North Kansas City is about 2.9 miles out, Riverside 5.6, Gladstone 7.9, Pleasant Valley 9.7, Parkville 10.4, Weatherby Lake 11.2, Liberty 12.9, Smithville 20.1, Platte City 20.4, Kearney 21.1 and Excelsior Springs 24.5 (US Census 2024 Gazetteer place files and TIGERweb place geometry).

Clay County and Platte County are two different transactions

Missouri assesses residential real property at 19% of true value statewide (RSMo 137.115), so the ratio is not the variable. What changes at the county line is which assessor values your house, which collector bills you, which board of equalization hears an appeal, and which stack of overlapping levies you land under.

At county level the gap is small: median real estate taxes paid against median owner-occupied value work out to about 1.07% in Clay and about 1.05% in Platte (US Census, ACS 2020-2024 5-year estimates, tables B25103 and B25077). The spread inside a county is wider. Clay County's certified levies run from $6.5433 per $100 of assessed value in Kearney to $7.8801 in the Kansas City portion of the North Kansas City 74 district (Clay County Clerk, 2025 valuations, tax levies and school district enumerations). Two houses at the same price, in the same county, do not carry the same bill.

Some places sit in both counties. Smithville is a Clay County city that extends into Platte; Excelsior Springs straddles the Clay-Ray line. For those addresses "which county" is a parcel question, not a town question.

Two boundary traps that catch nearly every out-of-state buyer

The school district does not follow the city limits

This is a matter of attendance boundaries, not of school quality - and not one of the Northland districts below has boundaries that follow the city limits. Liberty 53 covers roughly 85 square miles of Clay County against the city's own 29.66, and takes in Glenaire and portions of Mosby and North Kansas City (Liberty Public Schools). North Kansas City Schools 74 serves more than 21,800 students across 35 sites and administers from a Kansas City, Missouri address - most of its students do not live in the City of North Kansas City, and it also covers Gladstone and Pleasant Valley. Park Hill spans eight southern Platte County communities, including Riverside, Parkville, Weatherby Lake, Lake Waukomis, Platte Woods, Houston Lake, Northmoor and part of Kansas City.

Several towns are split outright: Smithville's Platte County portion falls in Platte County R-III rather than Smithville R-II, and small parts of Kearney and Parkville fall in Excelsior Springs 40 and Platte County R-III respectively. Confirm the attendance area for the exact address, in writing, from the district - never from the city name or the listing remarks. The city limits do not follow the mailing address

Gladstone is its own municipality, bordered on essentially all sides by Kansas City, Missouri, and it contains or abuts four tiny separate villages - Oakview, Oakwood Park, Oakwood and Oaks. North Kansas City is a separate 4.4-square-mile city entirely surrounded by Kansas City, Missouri. Neither boundary is visible from the street, and both carry Kansas City mailing addresses.

That matters because Kansas City, Missouri levies a 1% earnings tax that follows city residency and wages earned for work performed inside the city limits (City of Kansas City, Missouri, Revenue Division). A Gladstone or North Kansas City address does not by itself create the liability; a downtown job does, whichever side of the line you sleep on. The towns, and what actually separates them

Age and type of housing stock separate Northland towns far more sharply than any listing description. All figures below are US Census ACS 2020-2024 5-year estimates.

Inside the first ten miles

North Kansas City has the most rental-weighted stock of the towns here - owner-occupancy 25.9%, only 41.9% of units single-unit, median year built 1972 with a ±10-year margin, which is what pre-war cottages plus recent multifamily on an industrial grid produce. Riverside is similar in shape: 40.9% single detached, 42.4% owner-occupied. Gladstone is a built-out post-war suburb, median year built 1973, roughly 62% of units built between 1950 and 1979 and only about 5.3% since 2010 - if you want new construction, it is not there. Pleasant Valley is barely over a square mile with I-35, I-435 and US 69 all running through it.

The ten-to-fifteen mile ring

Parkville sits on limestone bluffs above the river, 82.3% owner-occupied, median year built 2002, with Park University and about 200 acres of riverfront park. Weatherby Lake is roughly a square mile of land around a third of a square mile of water, 97.3% single-unit and 93.7% owner-occupied. Liberty spans an unusually wide range of building eras: about 7% of units predate 1940 around the courthouse square, and the stock runs steadily forward through every decade after.

Beyond twenty miles

Smithville has the highest owner-occupancy of the group at 84.2% and almost no large multifamily stock, below a 7,200-acre Corps of Engineers reservoir. Kearney is a post-1990 town whatever its founding date - 80.3% single detached, about 73.6% built since 1990, only about 11% predating 1970. Platte City is the outlier: a county seat of under 5,000 on 3.96 square miles with the most mixed stock here, 43.7% single detached and 47.8% owner-occupied, at I-29 exit 18 with the airport immediately south.

The commute, said honestly

The short-commute reputation is earned in one direction. Mean travel time to work is 22.9 minutes in Gladstone, 22.9 in Liberty, 23.5 in Kearney and 28.5 in Smithville, against 23.2 for the metro and 26.4 nationally (ACS 2020-2024 5-year estimates, DP03 and B08303). Smithville differs in the tail: 19.7% of its commuters travel more than 45 minutes, against 9.5% metro-wide. Free-flow drive-time modeling puts downtown inside 20 minutes of Gladstone, 25 of Liberty, 35 of Kearney and Smithville, and Kansas City International inside 25 of Smithville and Gladstone, 30 of Liberty - the airport being on this side of the river is a real structural advantage.

Now the part nobody selling you a house says. The same model puts the Overland Park employment campuses beyond the 40-minute free-flow band from all four - and free-flow means before traffic, before weather, and before you funnel onto one of a limited number of river bridges with everyone else. If your job is in Johnson County and you go in daily, the Northland is the wrong side of this metro, and no amount of house is worth arguing with that twice a day. Diligence items specific to this side of the river

Levee and bottomland

Riverside sits behind the L-385 Riverside-Quindaro Bend levee, 4.7 miles of earthen embankment averaging about 20 feet high, with its business park on the protected bottomland; North Kansas City is likewise built on river bottoms behind a levee. Rail

Rail exposure is a street-level fact and varies enormously across a few miles. The federal inventory records 19 open at-grade crossings inside Liberty across three railroads, only six gated, with up to 16 trains a day; four in Kearney, all on one short line, none gated, maximum one train a day; and none at all in Gladstone or Smithville (FRA Highway-Rail Crossing Inventory, Form 71 current file). Two houses in one subdivision can sit on opposite sides of that.

A private lake is a second layer of governance

At Weatherby Lake the water, lake bed, dam and access areas are owned and managed by the Weatherby Lake Improvement Company, a non-profit whose board is elected by property owners and which is entirely separate from the City of Weatherby Lake - roads, sewers, parks and permits are the city's. Lake rights come from the company. Smithville Lake is the opposite arrangement, a Corps of Engineers reservoir. If lake access is part of why you want the house, that belongs in contract review.

Internet, if you work from home

The share of residential locations served at 100/20 Mbps or better runs 95.0% in Gladstone, 76.2% in Smithville, 67.1% in Liberty and 59.2% in Kearney; at gigabit, 89.7%, 58.7%, 13.9% and 35.3% (FCC Broadband Data Collection, fixed broadband summary by place). Those are city-wide shares, not a check of your address - have the address checked before the inspection deadline passes.

Selling a Northland house

The listing-side argument for an agent based here is not a promise about your outcome; it is the boundary facts above. A Northland listing often competes for a buyer who is simultaneously weighing another county, another school district and a different commute, and answering those in the marketing removes objections that otherwise surface as a low offer or a walked deal. Pricing across a county line also means knowing which comparable sales stay comparable once the levy stack changes - see what happens to your house in week one. Sale prices are not published here, because Missouri and Kansas are non-disclosure states and MLS rules do not permit their display, but the aggregate report for your street is available on request.

Why an office north of the river changes the work

Common questions

Is Liberty or Gladstone the shorter drive to downtown?

Gladstone, on distance and on the modeling: about 7.9 miles from downtown point to point and inside the 20-minute free-flow band, against Liberty at about 12.9 miles and inside the 25-minute band. In ACS data both report the same mean travel time to work, 22.9 minutes, because residents of the two are not all driving to the same place. Distance to downtown is only the right question if downtown is where you are going, so run your own work address - the answer flips for a job near the airport.

Do I pay the Kansas City earnings tax if I live in Gladstone or North Kansas City?

Not because of where you live. Both are separate municipalities, so the address alone does not create the liability. But Kansas City, Missouri's 1% earnings tax also applies to wages earned for work performed inside the city limits, so a job inside Kansas City is taxed regardless of which municipality you sleep in. A non-resident who works some days outside the city can claim that share back on Form RD-109NR with employer verification. Confirm your own position with the city's Revenue Division, not with a listing agent.

Does the school district match the city name?

Often not, and this is where Northland buyers get hurt. Gladstone and Pleasant Valley are in the North Kansas City 74 district. Liberty 53 covers roughly 85 square miles against Liberty's 29.66. Is the Northland realistic if I work in Overland Park?

Usually not, if you go in most days. Free-flow drive-time modeling puts the major Overland Park employment campuses beyond the 40-minute band from Liberty, Gladstone, Kearney and Smithville, and free-flow is the optimistic number - before traffic, before weather, before the river crossings. It can work on a hybrid schedule of one or two days in, or where a second commute anchors north. It is a poor plan for a daily drive, and you should hear that from an agent rather than from your car.

Is Clay County or Platte County cheaper on property tax?

Barely different at county level, and that is the wrong level to ask at. Can you handle a Northland purchase if I cannot get here to look?

Yes - that is most of the practice. The house gets walked on live video with the camera pointed at what listing photography is designed not to show: grade and drainage, the basement, the ceiling above a stain, and how the street behaves at the hour you would be on it. Inspections get attended for you with you on the phone, and offers and closing documents are signed electronically. What does not survive a video screen gets said out loud.

What should I check on a Northland house that I would not check elsewhere?

Four things. Which county the parcel is in, because that sets the assessor, the collector and the appeal route. The attendance area, from the district rather than the city name. Flood zone, if the house is near the river bottoms in Riverside or North Kansas City. And rail, because crossing density runs from 19 open crossings in Liberty to none at all in Gladstone or Smithville.
